The American Council on the Teaching of Foreign Languages (ACTFL) was founded in 1967 to strengthen and improve the teaching of foreign languages at all educational levels. Its activities and publications focus on pedagogy, research, teacher education, educational technologies and the development of appropriate guidelines and procedures for foreign language skill assessment. 

The ACTFL Testing Office (LTI) is the exclusive licensee of ACTFL to administrate official ACTFL proficiency assessments: the ACTFL Oral Proficiency Interview and ACTFL Business Writing Test. These assessments are widely used to establish levels of language competence for purposes such as teacher certification, placement in language and international business programs, exiting requirements for foreign language majors, and specialized teaching or study qualifications.
