Approximately 10% of its residents have limited English proficiency and face challenges accessing city services. To address this issue, the Community Engagement Office of Roanoke began offering information and resources in Spanish, the second most widely spoken language in the city. They also established a bilingual incentive pay policy for current and prospective employees who demonstrate proficiency in a language other than English who can assist non-English speaking residents in accessing basic resources and services, such as health emergency services, education, and legal support.<\/p>\n<p><!--more--><\/p>\n<h3><strong>Identifying the Need: Language Proficiency Assessments<\/strong><\/h3>\n<p>The city needed testing instruments that met the following criteria to validate the language skills of employees eligible for bilingual pay incentive:<\/p>\n<ul>\n<li>Validity and reliability of assessments for specific languages.<\/li>\n<li>Ease of setup and implementation.<\/li>\n<li>Flexible and streamlined assessment process.<\/li>\n<\/ul>\n<h3><strong>Selection Process <\/strong><\/h3>\n<p>Katie Hedrick, the Community Inclusion Coordinator at the Community Engagement Office in Roanoke was responsible for setting up and implementing the Bilingual Employee Incentive Program, which is part of the Language Access Program. As the sole person overseeing the language assessment process, including scheduling the tests and communicating with the test takers, Hedrick researched solutions that would be quick and easy to implement. She was also focused on finding language assessments that were appropriate for her needs and supported by research and validity studies.<\/p>\n<p><iframe title=\"City of Roanoke: Purpose and Process of Language Assessments\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/tfCMoaZ_iL4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Solution: ACTFL Assessments through Language Testing International\u00ae<\/strong><\/h3>\n<p>After research and consideration, Hedrick decided that the <a href=\"https:\/\/www.languagetesting.com\/oral-proficiency-interview-by-computer-opic\" target=\"_blank\" rel=\"noopener\">ACTFL Oral Proficiency Interview \u2013 Computer (OPIc)<\/a> and the <a href=\"https:\/\/www.languagetesting.com\/writing-proficiency-test\" target=\"_blank\" rel=\"noopener\">ACTFL Writing Proficiency Test (WPT)<\/a> met the criteria of validity and reliability, ease of setup and implementation, and a flexible and straightforward assessment process.<\/p>\n<h4><strong><u>Validity and Reliability <\/u><\/strong><\/h4>\n<p>As the exclusive licensee of ACTFL, a global leader in the development of proficiency-based teaching and testing, LTI delivers language proficiency assessments that are designed to properly determine the specific proficiency level of an individual and ultimately provide a valid and defensible language credential. For 30 years, LTI has delivered ACTFL language proficiency assessments to government, commercial, and academic institutions. &#8220;I saw that LTI was used and recommended by local governments, state governments, even the federal government, so that was a key factor for me\u2014knowing that it was beneficial within our particular setting. The ACTFL certification further solidified my confidence in LTI, as I am familiar with ACTFL&#8217;s reputation for reliability and best practices,&#8221; said Hedrick.<\/p>\n<h4><strong><u>Ease of Setup and Implementation<\/u><\/strong><\/h4>\n<p>Ensuring an easy setup and implementation of testing was one of the top factors in Hedrick\u2019s decision to select LTI. \u201cThe process of looking for a language testing vendor was very overwhelming. I was afraid I was going to get into it, and it was going to be a whole lot of legwork just on my end. And I\u2019ve had the opposite experience with LTI. They\u2019ve accommodated my schedule. Everything was very straightforward and easy to manage. All the languages that we need are offered through LTI.\u201d<\/p>\n<p>An important part of the implementation process is to establish the minimum level of proficiency required for bilingual roles. The ACTFL assessments offered by LTI are remotely proctored, allowing for flexibility in test administration and quick rating turnaround. \u201c[the process of administering assessments] has been very straightforward and easy to work with. It\u2019s just developing that trust and making those connections,\u201d said Hedrick.<\/p>\n<p>She also highlighted the impact the bilingual pay policy has had on the employee satisfaction and retention.
