As industries expand internationally, integrate diverse workforces, and prioritize safety and efficiency, the demand for bilingual and multilingual professionals has never been higher. Yet, language credentialing often remains an untapped opportunity in Career and Technical Education (CTE).<\/p>\n<p>At the <a href=\"https:\/\/www.languagepolicy.org\/\">Joint National Committee for Languages (JNCL-NCLIS)<\/a> Language Advocacy Days, I led a breakout session on &#8220;Language as the Key to Workforce Development Leadership.&#8221; The discussion reinforced what research and workforce trends have long suggested: integrating language proficiency into CTE is key to economic mobility, national security, and industry competitiveness.<\/p>\n<p><!--more--><\/p>\n<h2><strong>Why Multilingualism Matters in CTE<\/strong><\/h2>\n<h3><strong>1. Economic Growth and Workforce Readiness<\/strong><\/h3>\n<p>The data is precise: multilingual professionals earn more and are in high demand:<\/p>\n<ul>\n<li><strong>Multilingual workers <\/strong><a href=\"https:\/\/www.forbes.com\/sites\/tracybrower\/2023\/10\/01\/improve-your-salary-and-career-by-speaking-a-second-language\/\"><strong>earn 5-20% more<\/strong><\/a> than their monolingual peers.<\/li>\n<li><a href=\"https:\/\/www.languageconnectsfoundation.org\/programs-initiatives\/research\/making-languages-our-business\"><strong>One in four U.S. employers<\/strong><\/a> has lost business opportunities due to a lack of foreign language skills.<\/li>\n<li><a href=\"https:\/\/www.languageconnectsfoundation.org\/programs-initiatives\/research\/making-languages-our-business\"><strong>90% of employers<\/strong><\/a> rely on employees with skills in languages other than English.<\/li>\n<\/ul>\n<p>Despite this, many CTE students lack access to language credentialing because world language courses often conflict with CTE schedules. By recognizing language as a workforce skill, CTE programs can ensure that students\u2014especially English Learners (ELs) and Multilingual Learners (MLs)\u2014receive credentialing opportunities that validate their skills and increase employability.<\/p>\n<h3><strong>2. National Security and Industry Competitiveness<\/strong><\/h3>\n<p>Language proficiency is not just a <strong>workforce advantage<\/strong> but a <strong>national security asset<\/strong>.<\/p>\n<ul>\n<li>Manufacturing and Supply Chain: As the U.S. seeks to re-shore manufacturing and reduce dependence on foreign supply chains, bilingual workers can navigate international logistics, trade regulations, and supplier negotiations.<\/li>\n<li>Healthcare and Emergency Response: <a href=\"https:\/\/www.aha.org\/aha-center-health-innovation-market-scan\/2024-09-10-5-health-care-workforce-shortage-takeaways-2028#:~:text=While%20some%20states%20may%20find,continued%20delivery%20of%20preventive%20care.\">The healthcare industry faces critical labor shortages<\/a>. Multilingual nurses, EMTs, and medical technicians improve patient outcomes, reduce medical errors, and expand healthcare access in diverse communities.<\/li>\n<li>Cybersecurity and Defense: Intelligence agencies, military operations, and cybersecurity firms <a href=\"https:\/\/www.sciencedaily.com\/releases\/2024\/04\/240401142443.htm\">rely on multilingual personnel<\/a> to analyze threats, negotiate international relations, and protect national interests.<\/li>\n<\/ul>\n<p>Fostering language proficiency can complement national interests, particularly in sectors such as defense and global business, where understanding multiple languages enhances strategic operations and international relations.<\/p>\n<p><em>&#8220;Language proficiency is not just about communication\u2014it\u2019s about preparing students for leadership roles in an increasingly interconnected world. Workforce Safety and Productivity<\/strong><\/h3>\n<p>For industries where safety and precision are paramount, language barriers can lead to costly errors and serious risks.<\/p>\n<ul>\n<li>In healthcare, language barriers can result in misdiagnoses, delayed treatments, and medical errors.<\/li>\n<li>In manufacturing and construction, miscommunication can increase workplace injuries and slow operations.<\/li>\n<li>In logistics and transportation, clear multilingual instructions ensure compliance with international shipping regulations and enhance operational efficiency.<\/li>\n<\/ul>\n<p>Equipping CTE students with industry-recognized language credentials improves workforce readiness, enhances safety, and increases productivity across sectors.<\/p>\n<h2><strong>Taking Action: Integrating Language Credentialing in CTE<\/strong><\/h2>\n<p>At Upper Bucks County Technical School (UBCTS), we recognized the untapped potential of multilingual students and worked to integrate language credentialing into CTE pathways. We established the following approach:<\/p>\n<ul>\n<li>Identifying students with existing language skills through home language surveys and enrollment data.<\/li>\n<li>Offering pathways to industry-recognized credentials, such as the <a href=\"https:\/\/sealofbiliteracy.org\/\">Seal of Biliteracy<\/a> and <a href=\"https:\/\/www.actfl.org\/assessments\/k-12-assessments\">ACTFL language proficiency assessments<\/a>.<\/li>\n<li>Partnering with employers to align language proficiency with workforce needs, particularly in healthcare, manufacturing, and global trade.<\/li>\n<li>Providing professional development for educators to identify and support multilingual students in career programs.<\/li>\n<\/ul>\n<p>This model ensures that language is recognized as an asset that drives economic growth, increases job placement, and enhances industry competitiveness.<\/p>\n<h2><strong>Conclusion: A Call to Action for CTE Leaders<\/strong><\/h2>\n<p>CTE programs must evolve to meet the realities of the modern workforce. Language proficiency is a critical skill that enhances economic mobility, workforce competitiveness, and national security.
